Nepal Disaster Monitoring Program Lost US Funding Before Floods

 

A disaster-monitoring initiative in Nepal lost US funding in early 2025, more than a year before a devastating Himalayan flood killed more than 1,000 people and left thousands missing.

The program, known as Project SERVIR-Hindu Kush Himalaya, had operated since 2010 and used satellite information and other technology to help identify environmental threats, including landslides, flooding and other hazards. Its work was particularly important in a region where steep terrain, rapidly changing weather and melting glaciers can create dangerous conditions.

The project was a partnership involving NASA, the US Agency for International Development and the International Center for Integrated Mountain Development. Its funding was stopped in January 2025 as the US administration made major changes to foreign assistance programs.

The shutdown did not directly cause the recent disaster, and the program would not necessarily have been capable of predicting the specific glacier-related event that triggered the flooding. However, specialists say losing monitoring and mapping capabilities can make it harder for vulnerable communities to understand changing risks and prepare for future emergencies.

Deadly Floods Expose Growing Himalayan Risks

On August 26, an enormous surge of water, mud and debris struck areas along Nepal’s border with China. The disaster devastated communities, infrastructure and hydropower facilities while triggering a major search-and-rescue operation.

Nepal’s Foreign Ministry reported that more than 1,200 bodies had been recovered and approximately 4,200 people remained missing as officials continued verifying the figures. Thousands of people were rescued, while teams from neighboring countries joined efforts to reach those still trapped or missing.

The scale of the disaster has renewed attention on the vulnerability of the Himalayas. Scientists have warned that rising temperatures are affecting glaciers and increasing the potential for dangerous floods, landslides and other mountain hazards. Recent disasters have demonstrated how quickly conditions can change in high-altitude areas.

Although the canceled monitoring program could not have guaranteed an advance warning for this particular event, experts argue that long-term observation remains essential. Monitoring glacier conditions, river levels and unstable slopes can provide valuable information that helps authorities identify dangerous locations and strengthen preparedness.

Some systems developed through the earlier project remain active, including certain river-flow prediction and wildfire-monitoring efforts. Other capabilities, including flood-inundation mapping, were disrupted.

Nepal Seeks More International Climate Support

The disaster has also intensified Nepal’s calls for international financial assistance. The government has requested support from the global Loss and Damage Fund, arguing that the country lacks the resources needed to manage the enormous consequences of climate-related disasters.

Nepal contributes only a very small share of global greenhouse gas emissions but faces significant risks from a warming Himalayan environment. Government officials have emphasized the need for stronger early-warning systems, climate financing and more resilient infrastructure as the country works to recover.

International organizations have likewise stressed the importance of investing in scientific monitoring and climate resilience. The Green Climate Fund said the catastrophe demonstrates the need to expand technical and financial solutions for communities facing glacial flood risks.

The disaster therefore raises questions that extend beyond one canceled program. As climate-related hazards become more difficult to manage, countries such as Nepal may need sustained international investment in monitoring technology, emergency planning and resilient infrastructure.

For Nepal, the immediate priority remains rescuing missing people and supporting affected communities. But the longer-term lesson is equally significant: stronger disaster preparedness and reliable climate monitoring could become increasingly important as the Himalayan region confronts a changing climate.
